This is exactly the right diagnosis. The BBC is trying to be a public service broadcaster, a commercial IP exploiter and a technology platform operator simultaneously inside one organisation, and the internal tension that creates is precisely what you are describing. The purpose isn't unclear and in many way contradicting each other.

I submitted a framework to the BBC Charter consultation that proposes separating those functions into distinct pillars, public BBC focused entirely on editorial quality, BBC Studios focused entirely on commercial return, and a platform pillar focused entirely on accessibility and reach. None directing the others. Each with a clear and unambiguous mission. I proposed that spefically the platform element wouldnt just be available to the BBC but for other broadcaster and arts groups.
